Try deleting this registry key:
Run Regedit
Browse to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options
Find taskmgr.exe listed underneath. Delete it.
Close Regedit
Try opening the task manager.
This fixed it for me.
